The Tea Board hopes its initiative to introduce a cyber bazaar for trading tea across all its seven auction centres will get significant participation by end-January. Even though the electronic auction platform has seen a phased inauguration since early December, trading has not commenced in full. The new e-platform will be in place fully only by end of January, and buyers and sellers can log on remotely through the internet to conduct trade, akin to the electronic commodity exchanges. “There is no scope for cartelisation once the e-auctioning takes off in full earnest. We have the support of bigger players and also expect to get support from the commission agents and buyers,” said Roshni Sen, deputy chairman, Tea Board.  The entire auction process has been re-designed and a web-based auction system has been introduced to prevent the possiblity of collusion between buyers. Division of lots is permitted in the new system, which will also see an increase in trade volumes. The settlement system will be the key. Brokers will test the tea, and the beverage will be sent through the normal delivery mode, but later next year, warehouses will help to dispatch the lots.  “We hope that a better price delivery realisation will have more sellers coming on to the electronic exchange. The (physical) delivery will remain the same but this platform will also give an opportunity for smaller sellers and buyers to participate,” Sen added.  While Coonoor and Coimbatore were the latest centres to join the e-auction bandwagon, other centres such as Kochi, Kolkata, Siliguri, Guwahati and Jalpaiguri signed in to the electronic system earlier this month.
Previously, tea was sold in lots through the manual auctioning system. The 147-year old manual tea auctions were unable to attract the entire batch of tea produced in the country. Only 52 per cent of the 950 million kg of tea produced in India entered tea auction markets with buyers preferring to bypass the auctions to source the beverage, in particular, ‘the champagne of teas- Darjeeling tea.’  While buyers will not be able to purchase non-Indian tea as of now, there is a possibility of this being allowed in the future. The Tea Board deputy chairman said that countries such as Kenya, Indonesia, Sri Lanka and Nepal have evinced interest in studying the web-based trading system.  India is the world's largest producer of tea, and along with Kenya and Sri Lanka, it rules the international market. In the January-October period of 2008, India exported about 156.5 million kg, up 14.6 per cent against the same period the previous year.”
